All CDC and HRSA-funded jurisdictions are required to have a planning process that includes the development of a comprehensive plan and the establishment of an HIV Planning Group, Planning Council, or Advisory Group. HIV planning contributes to HIV prevention and care and treatment service delivery through developing strategic collaboration among stakeholders. HIV planning entails broadening the group of partners and stakeholders which include other federal, state, and local HIV/AIDS programs and organizations, engaged in prevention planning, improving the scientific basis of program decisions, targeting resources to those communities at highest risk for HIV transmission and acquisition, and addressing disparities in health outcomes along the HIV Care Continuum.
